I assume you already connected your cellphone or modem with GSM/CDMA attached to it - used the most cheapers and reasonable SMS provider in your area.
Prepared the Mobile number (unfortunatelly the software cannot create random mobile phone number), but you can used many way to asking people to give their phone number.
After that you can start to check who will receive the sms, this software able to sending more than 300 sms per hours and continue to compose new SMS.
After that you can click send to outbox and continue to click start to begin start sending the sms.
I reminded again, this software are free of using but your SMS provider will cost you a money for sending SMS, so used it wisely.
I personally used it for promoting other people business or even a mayor election at my area, and the best part is they gave me money for doing it, i just collect other people mobile number and start to sending SMS.

Very useful software i think, even if this cannot generate the mobile phone number by itself, but with my method i can collecting active phone number and guarantee it will receive personally to the person who own the number.
